임기 종료 2주 남은 국회 기후특위… 활동 분석해 보니 ‘낙제점’

The special parliamentary climate committee, which has two weeks left in its term, has received an analysis indicating that its climate activities are at a "cushion point." Over the past 17 months, the committee's climate and energy-related legislation saw no significant outcomes. Of the 736 climate-related statements made by committee members during their 5-month terms, only 9.1% (67 out of 736) were strongly supportive of the Paris Agreement's 1.5-degree target, while 41.4% were neutral or moderate, and 12.3% called for undermining or weakening climate goals.

The average score for committee members was a mere 0.42 points. The most vocal in support was Kim Soo-hyun of the People Power Party with a score of +1.42 points, followed by Gahn Duk-gyu (+1.00) and Lee Soo-yeong (+0.95) of the Democratic Party. Lee Hoon-sung of the People Power Party had the lowest score at -0.51, with his fellow party members Kim Soo-hyeong (-0.43) and Joo Eun-hye (-0.43) also lagging behind.

The People Power Party had the lowest average score of -0.26 among the party averages. Committee members held an average of 22 formal meetings, which is about 40% of the average for general plenary sessions. Out of 20 members, only two had perfect attendance rates of 100%, while several others attended meetings but never spoke. One-third of the committee's climate and energy-related legislation proposals were passed, with the six highest-ranking members receiving 63% of the submissions.

However, climate experts and researchers have expressed doubts about the committee's proactive legislative approach.
