Turkey’s parliament opens debate on a pardon-like bill for thousands of PKK militants

The Turkish parliament is set to begin discussing a draft bill on Monday that aims to provide a conditional amnesty to thousands of Kurdish militants. This proposed amnesty would function similarly to a pardon, offering a way for the militants to rejoin society. The Kurdistan Workers' Party, or PKK, ended its long-standing armed conflict with the Turkish state in 2024, committing to disarm and disband as part of the peace process.

Their leader, Abdullah Ocalan, made this decision from his prison cell in Turkey. In response, the PKK held a symbolic disarmament ceremony in northern Iraq, where it operates, and announced the withdrawal of its fighters from key areas in Turkey. The 12-article bill outlines the steps for the group's disarmament and the rehabilitation of its members.

It would reduce some prison sentences for convicted PKK members and delay investigations and trials for five to ten years, depending on the seriousness of the alleged offenses. If no further terror-related crimes are committed during this period, the cases would eventually be dismissed. However, individuals convicted of intentional killings and those sentenced to life terms before 2005 are not eligible for this amnesty, including Ocalan and other high-ranking PKK figures.

The bill also establishes ministerial and parliamentary committees to oversee the disarmament process. These measures will only take effect once the National Security Council in Turkey verifies that the PKK has disbanded and turned in all its weapons.
