Mozambique: Mozambique Urged to Continue Investing in Water Revolving Fund

Augusto Chipenembe, chairperson of Mozambique's public water company AdeM, advocates for continued investment in the Water Revolving Fund. This initiative allows low-income households to pay for water connections through affordable installments, removing a significant economic barrier to access. Chipenembe highlighted that the Water Revolving Fund is one of the most impactful social inclusion initiatives in the water supply sector.

The new strategy for the fund establishes a harmonized institutional model, defines stakeholder responsibilities, standardizes procedures, and outlines a phased implementation plan aligned with Mozambique's new institutional framework for water supply. Eduardo Jossefa, National Director of Water Supply and Sanitation, sees the strategy as a transition from a successful pilot to a model ready for national-scale expansion.

The success of this phase relies on institutions' ability to implement the mechanism with rigor, transparency, and responsibility. The Revolving Fund is an innovative financing model that maximizes the impact of available resources through continuous reinvestment, reducing the need for new financial injections and enabling more families to access piped water.

At a seminar on the Expansion Strategy for the Water House Connection Revolving Fund, participants from various institutions reviewed achievements, identified constraints, and discussed measures to strengthen financial sustainability, operational efficiency, and beneficiary numbers. Key conclusions emphasized the need to strengthen coordination among sector institutions, ensure rigorous fund management, and guarantee timely replenishment of financial resources for continuity and expansion.
