Economy Ministry drafts changes to war risk insurance program

Ukraine's Economy Ministry is drafting revisions to Resolution No. 1541, which created a state war risk insurance and compensation program for businesses, according to lawmaker Olha Vasylevska-Smahliuk. The proposed amendments are awaiting approval from central authorities before being presented to the Cabinet of Ministers.

The ministry aims to broaden the program to Kyiv and the Kyiv region, recognizing these areas as high-risk territories. It also suggests insuring leased properties, which is crucial for businesses using leased warehouses, terminals, and other facilities. Additionally, the ministry plans to include agricultural machinery and heavy freight transport in the program, as well as fuel sector coverage by adding fuel tanks, stocks, transportation, and relevant premises to the list of insurable items.

Moreover, the ministry proposes raising the maximum compensation amount from UAH 30 million to UAH 5 million.

Currently, the program's maximum insurance coverage limit is UAH 30 million. Affected businesses have expressed concerns about this limit being too low. The Cabinet of Ministers approved Resolution No. 1541 in March 2026, increasing the maximum insurance premium compensation from UAH 1 million to UAH 3 million and reducing the payout application deadline to 31 days after contract signing.

The resolution granted frontline regions the option to receive compensation for damaged property up to UAH 30 million. Under the resolution, the Export Credit Agency PJSC (ECA) began making partial compensation payments on behalf of the state for war-damaged or destroyed properties starting January 1, 2026.
