인천국제공항 인근에서 60대 노숙인이 숨진 채 발견됐다. 최근 기록적인 폭염이 이어지고 있는 가운데, 인천시의 노숙인 지원 체계가 매우 부족하다는 지적이 나온다. 지난 2일 오후 4시 30분쯤 인천시 중구 인천국제공항 인근 도로에서 60대 남성 A씨가 숨진 채 발견됐다. 경찰 조사 결과, A씨는 지난달 27일쯤 공항 근처에서 노숙을 했다가 공항공사 직원에게 쫓겨난 것으로 파악됐다. 공항공사는 지난달 24일부터 31일까지 8일간 공항 인근에서 1700여 건의 순찰을 돌며 58명을 공항 밖으로 내보냈다. A씨의 시신은 119구급대에 의해 병원으로 옮겨졌고, 국립과학수사연구원의 부검 결과, 사인은 온열질환으로 추정된다는 소견을 밝혔다. 경찰은 A씨가 공항 근처에서 노숙을 하던 중 무더위로 인해 온열질환이 발생한 것으로 보고 있다. 인천시는 현재 노숙인에 대해 5개 자치구에 9곳의 노숙인 시설을 운영하고 있다. 이 중 7곳이 남동구에 집중되어 있고, 공항이 위치한 중구에는 1곳만 운영되고 있다. 인천시의 거리 노숙인은 2021년 말 기준 1400명으로 집계됐다. 이 가운데 77%는 공항이 위치한 중구와, 남동구에 집중되어 있다. 인천시 관계자는 "현재 거리 노숙인들을 대상으로 하는 지원 체계가 많이 부족한 실정"이라며 "이들에 대한 지원과 보호 대책을 마련하기 위해 관계기관과 협의 중이다"라고 말했다.

A man named ㄱ씨, who had been living on the streets at Incheon Airport for a year, recently moved to a shelter in Seoul due to an eviction notice from Incheon Airport on 30th last month. The airport had identified around 16 homeless individuals within its premises, prompting the issuance of eviction notices. According to the notice, "personal belongings left behind during homelessness may be disposed of under the same law," and "failure to comply with anti-homelessness measures may result in fines or imprisonment or labor." ㄱ씨 mentioned that airport authorities requested him to organize his belongings the day before the eviction notice was posted, giving him a week to do so.

However, the next day, the eviction notice was posted, and he was immediately transferred to a shelter in Seoul. The problem lies in the fact that these homeless individuals face uncertainty about where to go after being evicted from the airport. Incheon currently lacks a comprehensive support center and temporary shelter for the homeless.

A comprehensive support center provides medical and welfare services to the homeless after forming a relationship with them through street counseling. A temporary shelter allows crisis homeless individuals to stay for up to 30 days. However, Incheon City delegates the task of street counseling and housing connection to local facilities, and they utilize temporary housing facilities for the homeless.

Nonetheless, the number of street counseling sessions for airport homeless individuals is only three to four times per month, and the facilities are substandard, making it difficult for homeless individuals to utilize them. Homeless activist Hong Forming suggests that it is difficult to determine the services desired by the homeless based on only one or two street counseling sessions per month, and it seems they are merely given a temporary solution in a state where specialized services are lacking.

This lack of facilities can be attributed to the budget. During the 6th Incheon City Council, Incheon City mentioned that although they considered a comprehensive support center, they were criticized for spending 5 billion to 10 billion won on its construction, as there were only 139 homeless individuals in Incheon. The activist plans to request the suspension of airport homeless individuals' forced eviction, the provision of public support systems by Incheon City, and other measures at a press conference on the 12th.
