Saxena announced that 60% of the incentive would be reinvested in scientific breeding of Pashmina goats, 20% in modern combing equipment, and the remaining 20% for household and personal needs.
Additionally, a ₹8 crore revolving fund was provided to the All Changthang Pashmina Growers Marketing Cooperative Society to ensure timely payments to growers. Saxena urged herders to enhance the average fibre production and increase the Pashmina goat population to ensure the heritage and livelihood of the community remain economically valuable.
