General : Is Malaysia Ready For The Next Digital Decade?

The International Regulatory Conference 2026 took place at the Shangri-La Hotel in Kuala Lumpur from July 21 to 22. Malaysia has experienced significant advancements in digital connectivity and technology adoption over the past decade, but experts warn that the country's next challenge lies in building trust, ensuring safety, and creating responsible governance frameworks.

This was the main message conveyed during the conference, which gathered regulators, policymakers, and industry leaders to discuss how Malaysia can remain competitive, innovative, and resilient in the upcoming digital decade. Organized by the Malaysian Communications and Multimedia Commission (MCMC), the event aimed to facilitate exchanges of ideas among government officials as they grapple with rapid technological change and increasingly sophisticated online threats.

The conference emphasized the need for regulators to collaborate and share knowledge while governments confront the challenges of rapidly evolving technology. Communications Minister Fahmi Fadzil opened the proceedings by stressing the importance of regulators exchanging ideas to address the growing online risks. The speaker reiterated that regulation must keep pace with innovation without hindering it.

Dr. Faiz Abdullah, executive chairman of the Institute of Strategic and International Studies, cautioned against excessive regulation, arguing that markets often outpace governments in terms of fostering innovation. However, he acknowledged that regulation becomes necessary when clear harm to society is evident, particularly in areas like online safety.

Panelists suggested rethinking how policies are developed by treating regulation as a dynamic product rather than static documents. Pemandu Associates joint managing director Aida Azmi urged policymakers to adopt an agile approach, treating regulations as products that should evolve continuously through feedback and real-world implementation.

The discussions on trust and user responsibility were prevalent, as concerns over personal data privacy and the impact of social media platforms dominated conversations. Content Forum Malaysia CEO Mediha Mahmood highlighted how algorithm-driven platforms have raised concerns about the exposure to repetitive information and its potential to trap users in echo chambers.

While platforms are responsible for creating safer digital environments, users also bear the responsibility of engaging with these technologies mindfully.

Artificial intelligence (AI) was a central theme during the conference, with speakers debating how best to govern this transformative technology. Fazlan Abdullah of CyberSecurity Malaysia warned that AI has rendered phishing emails, scams, and deepfake videos more convincing, and urged organizations to proactively employ AI-driven cybersecurity measures.

Malaysia's proposed AI Governance Bill, together with the establishment of the National AI Office and AI Safety Institute, reflects the government's commitment to establishing a risk-based framework that balances innovation and public protection. Experts stressed the importance of keeping regulatory frameworks adaptable as technology continues to evolve.

Looking beyond Malaysia's borders, Hazremi Hamid of the Asean Secretariat emphasized that AI governance cannot be achieved through individual nation-states, as digital services and online threats transcend borders. He noted that the Association of Southeast Asian Nations (ASEAN) is working towards the development of common principles on AI governance, data management, and information sharing, recognizing that member states are at various stages of digital development.

Throughout the conference, discussions repeatedly underscored the importance of preparing the people for the digital future, ensuring that citizens understand how to use emerging technologies responsibly and navigate them safely. The overarching message was that technology should continue to serve people, not the other way around.
