IEBC sets campaign spending rules ahead of 2027 poll

The Independent Electoral and Boundaries Commission (IEBC) has introduced new campaign financing laws and spending limits for the upcoming 2027 General Election, signaling more stringent oversight of political expenditures. The regulations, officially published on August 8, 2026, will govern the financial operations of candidates and parties participating in the scheduled August 10, 2027 elections.

According to a recent statement, the framework encompasses guidelines on contributions, spending, record-keeping, disclosure, reporting, auditing, monitoring, compliance, and enforcement. The IEBC emphasized that these ceilings are designed to create a more equitable playing field, ensuring that financial power does not unduly sway political engagement, voter access, or electoral dynamics.

These regulations stem from a High Court ruling in Constitutional Petition No. E540 of 2021, merged with Petition No. E546 of 2021, which mandated the electoral body to create such rules, subject them to public input, and establish a framework for setting cap on campaign contributions and expenditures. Following the public consultation, the Commission integrated stakeholder recommendations into the final regulations.

With the gazetting of these rules, the IEBC transitioned from the development and consultation phases to implementation and enforcement. The Commission urged political parties, candidates, campaign teams, donors, and other involved entities to familiarize themselves with the new requirements and ensure adherence. IEBC Chairman Erastus Edung Ethekon highlighted the importance of this framework in maintaining electoral integrity and protecting the constitutional rights to political participation and free speech.
