Germany debates reintroducing mandatory civilian service

Germany's government is considering reintroducing mandatory civilian service for individuals who refuse armed military service due to moral objections. The Family Affairs Ministry, led by Karin Prien, has reached out to 23 large associations and organizations to gauge their capacity to offer opportunities for those who would participate in civilian service.

While 22 of these groups expressed a willingness to provide such opportunities, no new developments have been reported in discussions surrounding the possible reinstatement of conscription. Germany's military, the Bundeswehr, aims to increase its troop count from 185,000 to at least 260,000 by 2030 to bolster national defenses and meet NATO requirements.

To boost recruitment, a new military service has been implemented, giving volunteers improved conditions and responsibilities that apply to all 18-year-old men. However, despite this effort, only around 530 young men have signed up as a result of the Bundeswehr questionnaire in 2026. While a return to conscription is not currently expected, it remains an option for the government.

The new military service, which has been in place since the beginning of the year, is expected to aid in recruitment efforts, but only a small number of young men have directly joined the armed forces as a result. The German government's approach favors strengthening voluntary engagement over enforcing obligation, with major welfare organizations supporting a possible relaunch of civilian service but warning against false expectations.

Critics, including some opposition parties, argue against reinstating mandatory service, stating that the state should not dictate young people's lives and that the welfare system should not rely on government-mandated labor.
