(LEAD) Lee cites coup risk from Army elite, calls for swift integration of military academies

President Lee Jae Myung expressed concern on August 5 that the Army academy in South Korea has been responsible for all military coups in the nation's history. The president called for the urgent integration of military academies to minimize the risk of another coup, particularly from Army elites. Speaking during policy briefings with the foreign, unification, and defense ministries, Lee emphasized that graduates from the Korea Military Academy have led all coups, yet the academy itself has not been held accountable.

He questioned the feasibility of future coups by Army elites if military branches continue to operate separately and one branch gains overwhelming dominance. Lee argued that integrating the military academies could reduce the likelihood of another coup, given the academy's history of involvement in such events.

The president's remarks come as the defense ministry pursues the establishment of an integrated military academy, following former President Yoon Suk Yeol's 2024 martial law declaration. This move was supported by then Defense Minister Kim Yong-hyun, a graduate of the Korea Military Academy.

In his address, Lee also stressed the importance of peace and stability on the Korean Peninsula, especially amidst global upheaval. He highlighted that maintaining peace on the peninsula is crucial, stating that "peace is food" and "peace is the economy." The president expressed regret that security and diplomatic issues have become subjects of partisan debate in South Korea and pledged to act decisively rather than merely vocalize concerns.

Additionally, Lee urged the unification ministry to continue promoting peace and coexistence with North Korea, despite Pyongyang's lack of response to Seoul's overtures for engagement. He acknowledged the difficulty in improving relations after a long period of confrontation and neglect, but emphasized that pursuing peace and coexistence is essential.

The president also addressed delays in reclaiming land formerly occupied by U.S. Forces Korea (USFK) facilities, which were returned following the relocation of U.S. troops to Camp Humphreys in Pyeongtaek. Despite the significant investment of over 10 trillion won in building the Pyeongtaek base, some land remains unusable due to various restrictions.
