With Moonshot’s free Kimi K3, China changes the sovereign AI playbook

China's Moonshot AI has made its most powerful chatbot, Kimi K3, accessible for free on the internet, altering the country's sovereign AI strategy. The software behind Kimi K3 allows any government, company, or individual to run it without incurring costs. This development has significant implications as nations invest billions in sovereign AI systems to keep citizen data within their borders, preventing foreign access.

Kimi K3 ranks third on Artificial Analysis's index of best AI systems, behind Anthropic's Claude Fable 5 and OpenAI's GPT-5.6 Sol Max. Its ability to read images and offer multilingual support sets it apart from free models like China's DeepSeek and Meta's Llama. While free models have been available for over a year, no government has built its national AI project on them, often evaluating factors such as documentation, licensing, language coverage, and origin.

China's President Xi Jinping has encouraged open-source AI, forming cooperation centers with regional blocs. However, the U.S. remains influential due to its export controls on cutting-edge AI chips, a critical component for running AI models like Kimi K3. Despite the benefits, the reliance on foreign hardware and future models remains a limitation.
