UK excludes rapists, child sex offenders from early release reforms

The UK government has excluded convicted rapists, serious child sexual offenders, and grooming criminals from planned changes to prison release rules following Prime Minister Andy Burnham's urgent review of sentencing reforms. The new Sentencing Act will not grant earlier release to these offenders, who will continue to serve their existing sentences.

The government delayed the wider implementation of the prisoner release reforms from September to October 2026 to prepare probation services and allow victims to contribute to licence conditions. Burnham prioritized keeping the public safe, stating that offenders convicted of rape and serious child sexual offences would be excluded from the reforms.

The government also introduced stricter community measures, such as electronic tagging, longer supervision periods, and exclusion zones. Justice Secretary Alex Norris emphasized that the reforms aimed to better protect victims and increase prison capacity, which currently stands at 98%.
