Gillman Barracks, Sunset Way plans not fixed as government weighs competing needs: Alvin Tan

Amid public protests over redevelopment plans for Gillman Barracks and Sunset Way, Minister of State for National Development Alvin Tan affirmed on Aug 4 that the specifics of the redevelopment are still in flux, while outlining the challenges of balancing various needs. Speaking in parliament, Tan emphasized that environmental and heritage impact assessments are integral components of the consultation process, not a predetermined blueprint for the development.

The formal consultation period for these assessments concludes on Aug 6, but stakeholder engagement will persist until the authorities determine the most suitable course of action for the redevelopment. Tan cautioned that the process entails difficult trade-offs, necessitating transparency and careful deliberation before the final decision is made, prioritizing the interests of Singapore and its citizens.

The Housing and Development Board (HDB) announced plans to construct housing at the sites following the completion of the environmental and heritage studies, which could involve clearing about 15ha and at least 10ha of forest at Maju Forest, respectively. The authorities do not initiate development projects in areas with significant heritage or ecological value.

Instead, they explore existing land utilization options and adopt a cautious approach when development is unavoidable, engaging independent consultants to conduct environmental and heritage impact assessments. The assessments aim to identify potential impacts and propose mitigation measures, facilitating informed public feedback before finalizing the plans.

Tan highlighted the government's commitment to maximizing land use efficiency and safeguarding valuable natural and heritage assets, acknowledging that trade-offs may be inevitable in certain instances.
