Kyiv will not get Patriot license this year, U.S. official says

U.S. Ambassador Matthew Whitaker stated on August 3 that a long-term license allowing Ukraine to manufacture interceptor missiles for the Patriot air-defense system will not be granted before winter. The process of transferring such a license is lengthy and complex, and attention should instead be on addressing urgent needs during the upcoming winter months, Whitaker informed Fox Business.

President Donald Trump had previously indicated that the U.S. was considering this possibility, prompting Whitaker to clarify that no changes had occurred, despite the ongoing discussions. He emphasized that export controls on this technology are extremely stringent and proposed alternative solutions such as joint production with Ukraine or European partners.

These suggestions were part of the deliberations at the NATO summit in Ankara, and also during Whitaker's visit to Kyiv two weeks prior. Whitaker reiterated that a long-term license would not be beneficial for Ukraine this winter, advocating for additional air-defense resources from allies instead. This could involve either receiving spare missiles from partners or increasing production within the United States.

Ukrainian President Volodymyr Zelenskyy met with Trump on July 28, where they discussed the possibility of a license for interceptor missile production. Later on July 30, Trump expressed uncertainty about transferring such a license to Ukraine. On July 31, during a Cabinet meeting, Trump stressed the importance of being cautious about transferring missile-production technology to Ukraine.
