Regional framework for accelerating implementation of the Global oral health action plan: addressing oral diseases as part of noncommunicable diseases towards universal health coverage and health for all by 2030

The Global oral health action plan, 2023-2030, aims to accelerate the implementation of oral health services across the African Region, aligning with universal health coverage and health for all by 2030. Recognizing oral health as a crucial component of general well-being, the framework addresses the neglect of oral diseases which affect nearly half of the global population.

The African Region alone faces a high prevalence of oral diseases, which often share risk factors with major noncommunicable diseases. Despite the significant burden and link with NCDs, oral health remains underfunded and suffers from fragmented, siloed approaches. The Regional oral health strategy 2016-2025 was endorsed in 2016, but now a new Framework provides updated guidance to Member States to extend the initial strategy's impact beyond 2025.

Drawing from lessons learned and adapting elements of the Global oral health action plan, the Framework emphasizes a people-centered approach, utilizing an integrated NCDs strategy, universal coverage, and strong political commitment. It calls for leadership, inter- and multisectoral partnerships, innovative workforce models, and stronger surveillance and research.

WHO and its partners will support Member States in implementing the Framework, focusing on advocacy, partner coordination, resource mobilization, technical assistance, and capacity building.
