"account": "Three months before a devastating flood in Nepal and China, officials from both nations met in Kathmandu on May 27 to discuss the risk of such disasters, according to an agenda seen by Reuters. The meeting involved 10 Nepali officials and about a dozen Chinese counterparts, including those from the Tibet region where the disaster occurred. They called for joint risk-reduction measures, such as inventories of glacial lakes and hazard mapping. However, Nepali officials claim they did not receive sufficient information on glacier risks and water levels from China following the meeting, potentially hindering their ability to anticipate and prepare for major disasters. Nepal's hydrologist Sauhardra Joshi emphasized the need for early warnings on glacier movements and related hazards. Despite some Nepali social media users criticizing China for failing to provide adequate warnings, the Chinese embassy stated that Chinese and international experts face significant challenges monitoring hazards in the remote Himalayan region.",
