"account": "California Governor Gavin Newsom has announced his intention to commute all existing death sentences in the state to life imprisonment without the possibility of parole. In an open letter, Newsom stated that he will exercise his constitutional clemency authority to commute the sentences of 548 individuals currently facing the death penalty. He explained that his decision is based on the belief that state-sanctioned killing is incompatible with California's values, undermines the legal system, and diminishes society as a whole.\n\nThis action does not repeal California's death penalty or prevent prosecutors from pursuing it in future cases, as these decisions will remain with prosecutors, juries, and courts. Newsom emphasized that while many Californians believe that those who commit heinous crimes deserve death, he has concluded that the state cannot morally carry out such killings.\n\nDespite this, Newsom clarified that California voters have consistently chosen to maintain the death penalty. In 2012, voters rejected Proposition 34, which would have abolished capital punishment. Four years later, they rejected Proposition 62, which would have ended the death penalty, and narrowly approved Proposition 66, which aimed to expedite death penalty cases. Newsom initiated a moratorium on executions shortly after assuming office in 2019, with the last execution carried out in California in 2006.\n\nUnder the commutations announced on Thursday, every current death sentence would be transformed into life imprisonment without parole. Newsom referred to this as the most severe punishment that he can impose through clemency. However, some cases may need to be reviewed by the California Supreme Court, as the state constitution mandates court approval before a governor can grant clemency to someone convicted of multiple felonies.",
