"account": "President Isaac Herzog expressed grave concerns to Israeli leadership about escalating violence in the West Bank, warning that it may lead to civil war. In a letter sent on October 8, Herzog detailed the dangers of ongoing nationalistic violence and its potential to ignite a deadly confrontation between security forces and civilians. He visited the West Bank to meet with IDF commanders, police officers, and Shin Bet personnel, noting a worsening situation due to growing violence by Jewish rioters and a shortage of law enforcement resources.\n\nHerzog warned of incidents in Jalud, where clashes between Israeli rioters and security forces nearly resulted in the use of live ammunition or a fatal attack on a Border Policeman. He described a wave of violent incidents in Judea and Samaria, including home invasions, tree uprooting, and livestock theft, and called for a coordinated emergency plan to dismantle criminal groups responsible for the violence. Herzog emphasized the need for administrative detention and a task force including welfare, education, and local government officials, stressing that responsibility for curbing the violence rests with Israel's political leadership and state institutions.",
