"summary": "A security expert has raised concerns over the recently inaugurated West Bank cement factory, warning that it could pose a major security risk to Israel. The factory, inaugurated by Palestinian Authority President Mahmoud Abbas, is the first cement plant in Area A and is a joint venture between the Palestinian Sanad Company and the Jordanian Unifive Company. While the factory is expected to create jobs and reduce reliance on Israeli cement imports, it also raises concerns over the potential use of cement for constructing underground infrastructure similar to Hamas' tunnel network in Gaza. Lt.-Col. (res.) Maurice Hirsch, a senior legal analyst, emphasized that while the factory is within the PA's jurisdiction, Israel has the right to monitor and coordinate with the PA to prevent any misuse of the cement, particularly if it is used for military purposes against Israel.",
