"summary": "Hong Kong plans to launch a youth employment and internship programme with a capacity of 30,000 places in the first quarter of 2027. The government's response to the changing entry-level labour market and the decreasing starting-pay advantage for bachelor’s degree holders over sub-degree graduates is crucial in determining the programme's success. The programme, which includes 10,000 subsidised full-time entry-level jobs and 1,000 internships in financial services, aims to develop a workforce for an AI-intensive economy. To ensure the programme leads to lasting careers, four key tests must be met: added value, supervised practice, progression, and assessment. These tests focus on creating new roles, providing mentorship and protected supervision time, tracking progress through assessments, and evaluating the overall impact on Hong Kong's talent base.",
