"summary": "The Rent Control Department (RCD) in Ghana has mandated University of Ghana Enterprises Limited (UGEL) and all private hostel operators to refund any excess rent paid by tenants by November 17, 2026. This decision came in response to a petition from the University of Ghana Students’ Representative Council (UGSRC) requesting a review of UGEL's proposed residential fees. The RCD issued the directive on November 2, 2026, ordering affected operators to suspend any rent increases that have not undergone the necessary legal assessment and to restore previous rental rates until the assessment process is complete and all statutory requirements are met.",
