"summary": "Kremlin spokesperson Dmitry Peskov has indicated that Moscow would be open to the appointment of a European Union diplomatic envoy to participate in negotiations, provided the representative demonstrates a genuine commitment to facilitating a peaceful settlement in Ukraine. The Kremlin spokesperson made these remarks during an interview with Russian state news agency TASS, criticizing the EU for failing to adopt a constructive approach toward resolving the conflict. Peskov's comments come as European capitals debate appointing a high-level envoy to secure direct European representation in prospective settlement talks, amid concerns that bilateral engagements between Washington and Moscow could sideline European and Ukrainian security interests.",
