"account": "The Israeli Defense Forces (IDF) disclosed on Sunday a Hamas document outlining their intention to plant explosives in and near refugee camps in the Gaza Strip. This plan would serve as cover for the organization's leadership should they need to evacuate the areas. The April 2024 document explicitly exploited the civilian population for the benefit of Hamas' leadership, demonstrating a willingness to cause direct harm to Palestinian civilians in pursuit of minor tactical advantages, such as creating smoke screens, distracting the enemy, and diverting their focus and efforts away from the primary objective. The IDF stated that this document is further evidence that Hamas is willing to endanger the lives of civilians in the Gaza Strip to advance their terrorist activities.",
"summary": "Plans involved detonating improvised explosive devices around displaced persons camps as IDF troops approached in order to create panic, which operatives would take advantage of in order to flee.",
