"summary": "President Donald Trump signed an executive order on Friday waiving new sanctions against Russia, just one week after announcing an agreement to increase Russian diesel supplies. The order creates and then blocks a 500 percent tariff on Russian goods and a potential 100 percent tariff on major buyers of Russian oil and gas, as well as countries helping Russia evade oil sanctions. The legislation that prompted the order, the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, was signed into law on September 18 and aims to put economic pressure on Russia and countries supporting its energy exports. The order allows the waiver to continue until the president or the secretary of state determine that further action should be taken.",
