"account": "Russia declared it would respond to Ukrainian strikes on its oil refineries, logistical centers, and energy infrastructure, according to state media on October 15. Dictator Vladimir Putin blamed Kyiv for initiating the attacks, using the claim to rationalize ongoing Russian assaults on Ukraine. \"They made the first move, and now we are responding,\" Putin stated, mentioning Ukrainian attacks on Russian energy facilities and data centers. President Donald Trump claimed on October 11 that Ukraine and Russia had apparently agreed to an \"energy ceasefire.\" However, Ukraine reported fresh Russian strikes on its crucial energy infrastructure just days later. Ukrainian President Volodymyr Zelenskyy said Kyiv had ceased targeting Russian oil refineries for two days, even as Russian forces kept attacking Ukrainian energy sites. Zelenskyy said on October 12 that Ukraine is prepared to suspend strikes on Russian oil refineries if Russia ceases its attacks on Ukraine’s energy system and vital infrastructure. The president stressed that any de-escalation measures must be mutual. Zelenskyy announced on October 15 that Ukraine will restart strikes on Russian oil refineries following Washington's reduction of intelligence sharing and constraints on Starlink service for the Ukrainian military. According to the president, Kyiv will no longer deem itself bound unilaterally by any ban on such strikes.",
