"account": "SEOUL, Oct. 12 (Yonhap) -- A delegation from Russia's emergency ministry recently arrived in Pyongyang to explore avenues for enhancing cooperation in disaster management, according to North Korea's state media. The group, headed by Aleksandr Kurenkov, minister of extraordinary situation, touched down in the North on Sunday, reported the Korean Central News Agency (KCNA). Upon their arrival, the delegation was welcomed by Kim Chol-nam, the North's minister of disaster management, and Vladimir Topekha, the Russian Embassy's charge d'affaires ad interim.\n\nThis visit does not mark the first time the delegation has traveled to Pyongyang. In July of the previous year, the same group inspected the North's disaster prevention and response facilities and engaged in talks regarding cooperation in science and technology. The two nations have been bolstering their collaboration across various sectors, such as military and economy, following a series of summits between their respective leaders in September 2023 and June 2024.\n\nThe current Russian delegation's arrival follows the signing of an agreement between Russia's ministry and North Korea's counterpart in December. This accord focused on specialist training and scientific and technical cooperation. North Korea, frequently battered by chronic flood damage, appears to be keen on bolstering its disaster response mechanisms.",
