"summary": "The Council of State in Ghana has described its recent talks with striking pre-tertiary teacher unions as fruitful, as they continue to work towards resolving the ongoing industrial action that has led to teachers and pupils being absent from classrooms. In a media briefing after a meeting with union representatives on October 9, 2026, Council Chairman Edward Korbly Doe assured that the discussions were productive, with all grievances raised by the teachers being addressed one by one. The unions have also promised to meet the Fair Wages and Salaries Commission (FWSC) following their engagement with the Council, with an invitation for the Council to participate in further discussions once their meeting with FWSC is concluded. The talks have centered on issues such as delayed promotions, deprived-area allowances, and negotiations for a Collective Bargaining Agreement with the Ministry of Education, aiming to bring an end to the strike.",
