"summary": "The Cyber Security Authority (CSA) of Ghana has clarified that their agencies, not the FBI, led and coordinated Operation Blackout, also known as Operation Cyber Hunt. The operation, which uncovered suspected cybercrime centres and resulted in arrests and rescues, was planned and executed by Ghanaian institutions under the country’s legal and institutional frameworks. The CSA emphasized that foreign law enforcement agencies, including the FBI, have no independent authority to exercise police powers or conduct arrests within Ghana, and that their participation must be based on lawful cooperation and the involvement of relevant Ghanaian authorities. The operation, which began on August 26, 2026, targeted suspected cybercrime activities in the Greater Accra Region, leading to the arrest of eight suspects and the rescue of 120 individuals suspected of being trafficked for online fraud.",
