"account": "The Supreme Court has ordered the Delhi government and police chief to enhance police patrolling around schools, colleges, universities and coaching centers across the Delhi-NCR region. This includes stricter verification of drivers and assistants operating public transport and app-based cab services like Ola and Uber. Authorities are also directed to ensure real-time monitoring of vehicle tracking and SOS systems. The court emphasized prevention over investigation, drawing from the \"Broken Windows\" theory of policing to address shortcomings in existing mechanisms for crime prevention and emergency response. Dedicated command centers, or \"war rooms\", will monitor police patrolling, CCTV infrastructure, and field-level responses to vulnerabilities, incidents, and public complaints. The chief secretary of the Delhi government and the commissioner of police will submit periodic compliance reports, making them personally accountable for implementing these measures.",
