"account": "The Department of Homeland Security (DHS) has proposed a $70,000 fee for international students participating in the Optional Practical Training (OPT) program, part of the Trump administration's crackdown on foreign enrollment. The fee would apply to every student applying for the program and to those renewing their participation. OPT allows students to work in jobs related to their major during or after their time in school, with an average eligibility of one year and potential extensions for STEM majors. The policy change aims to curb fraud and abuse in the visa program, which the DHS views as a \"pipeline for cheap foreign labor.\" Education groups and businesses argue that the fee will negatively impact American innovation, economic growth, workforce development, and global leadership. The proposed rule is open to public comment for 60 days before implementation, with potential legal challenges from higher education groups and business associations.",
"summary": "Schools would also face a $30,000 renewal fee under the proposal, which targets a work program popular with international STEM graduates.",
