"account": "Ukraine's top sanctions official stated that South Korean exports helped alleviate Russia's fuel crisis caused by Ukrainian drone strikes against Russian oil refineries. In July and August, more than 176,000 tonnes of petroleum products were shipped from South Korea to Russia, accounting for 31% of Russian fuel imports that month. The shipments began as Ukrainian strikes reduced processing volumes in Russian refineries, creating a fuel shortage. Ukraine and South Korea have strained relations due to South Korea's secret transfer of North Korean prisoners of war to Ukraine, which Ukraine considers a violation of a confidentiality agreement. The sanctions policy of South Korea initially allowed fuel imports to Russia, but has since become stricter.",
