"summary": "Kenya's government has activated a national response plan as the country braces for the impending El Niño rains. The National Disaster Operations Centre (NDOC) is coordinating the emergency response, with key agencies and resources standing by to tackle potential flooding and other rain-related hazards. The Kenya Coast Guard Service, Kenya Defence Forces, National Police Service, Kenya Red Cross Society, and National Youth Service will be involved in search-and-rescue operations. The government has also established evacuation centers, a standardized registration system for displaced populations, and will deploy relief supplies and emergency shelters in 10 Priority 1 counties. The government is prioritizing protection of food security, livelihoods, and vulnerable groups, while also intensifying health services and surveillance to prevent waterborne and vector-borne diseases.",
