"summary": "On October 2, a car bomb in Novomoskovsk, Russia's Tula region killed Roman Syromyatnikov, a former participant in Russia's war against Ukraine. Syromyatnikov, who worked at the Federal Penitentiary Service (FSIN) facilities in the Tula region during the 2010s, was identified as the driver of the car that was destroyed by the bomb. According to Ukrainian monitoring Telegram channel Exilenova+, the bomb had been planted under the car’s chassis. Ukraine's Prosecutor General's Office accused Syromyatnikov of torturing and beating Ukrainian prisoners of war held at Penal Colony No. 1 in the Tula region in 2022. Syromyatnikov had returned to the Tula region for medical treatment in late 2024 after signing a contract with Russia’s Defense Ministry in 2023, as reported by iStories.",
