"summary": "The Kerala government has ordered a fresh Vigilance and Anti-Corruption Bureau (VACB) inquiry into a 2006 case linked to former Chief Election Commissioner Gyanesh Kumar. The inquiry is prompted by a complaint submitted by KPCC leader and Congress activist Malayinkeezhu Venugopal, alleging \"malpractices and corrupt activities\" during Kumar's tenure as Public Works Department (PWD) Secretary. The case centers around the Kerala State Transport Project (KSTP), a World Bank-funded road project during Kumar's time as PWD Secretary. Malaysian civil engineer Lee See Been, the chief project manager of the consortium's Kerala operations, died under mysterious circumstances in Kuala Lumpur in 2006, adding further intrigue to the case.",
