"summary": "Ukrainian President Volodymyr Zelensky has stated that Ukraine will intensify its attacks on Russian oil refineries in response to Moscow's expanded airstrike campaign against Ukrainian infrastructure. According to Zelensky, Russian authorities have approved a broader policy for targeting infrastructure, including logistics, roads, schools, and hospitals, with the goal of pressuring residents to leave Kyiv and other major cities.\n\nZelensky cited documents obtained by Ukrainian intelligence, which indicate that Russian leader Vladimir Putin has issued a \"new doctrine\" of military attacks on a broader range of civilian targets ahead of winter. In response, Ukraine plans to target Russian energy infrastructure that helps finance the war effort, specifically oil refineries.\n\nUkraine's ongoing counteroffensive, code-named \"Vivaldi\", has recaptured around 125-140 square kilometers of territory in the eastern Donbas region, Zelensky said. He also claimed that Russian casualties have increased over the past two to three months, with 42,000 casualties per month, compared to 30,000-32,000 per month since the beginning of the year.",
