"account": "Downing Street has declared Manchester City to be \"not above the rules\" following criticism over remarks made by former mayor of Greater Manchester, Andy Burnham. Prime Minister, while expressing his concern if the club's owners decide to sell, stressed the importance of an ongoing independent process and urged respect for its outcome. City have until Friday to submit an appeal, and sources suggest they may argue that their key sponsorship deals were funded by the Abu Dhabi government. The independent panel found that City systematically broke Premier League rules for nearly a decade, including arranging sham contracts with commercial partners to disguise secret funding exceeding £830m. Premier League confirmed the club's systematic breach of rules for nearly a decade, and the independent panel will hold a sanctions hearing to decide the club's punishment, which could include a fine or points deduction.",
