"account": "The Jammu and Kashmir Legislative Assembly found unity across party lines in its concern over stalled Jal Jeevan Mission schemes. On the session's final day, both the treasury and Opposition benches protested against delays in the JJM projects and payments to contractors. Following a committee's report, legislators raised issues of delayed payments and the scheme's implementation. Over 3,000 schemes under the JJM were under a probe for irregularities. The committee accused the Apex Level Committee for allowing significant decisions at lower levels and recommended a High Level Committee inquiry. Speaker Abdul Rahim Rather suggested a blanket audit of all JJM schemes, urging the government to address the concerns of legislators and release payment for schemes with no complaints.",
